Hi Sarah, I believe this might have been intentional as we didn't want to alter
existing records automatically as it could overwrite information you didn't
mean to overwrite in the first place. But there is a bug now for making this
behavior configurable:

Bug 30250 - Configure when to apply framework defaults when cataloguing

That could maybe be a solution here too or maybe be a logical enhancement of
it.
