Bumped into bugs caused by bug 22456 while testing bug 15516 so I've raised bug
31303.

Critical severity since it causes the OPAC to crash in koha-testing-docker if
the patron has waiting holds due to the "waiting_hold_cancellation" rule
missing. Not sure how this passed QA, but I'll investigate and report back on
bug 31303.
