We'd also like to see this implemented. Holds Awaiting Pickup is our most
commonly visited holds-related page; it'd make sense to have this functionality
there. 

I also agree the modal format works well - dropdowns are my nemesis in that I'm
always forgetting to select the reason before pressing cancel.
