Bug 31366: Rename the tools section "News" to something more accurate

Considering how many things the news section does now, it seems like leaving it
as "News" will hide a lot of functionality from new users.

Test Plan:
1) Apply this patch
2) Browse to the tools-home.pl page
3) Verify the link for additional-contents.pl has been updated
