Honestly, I thought that this had already been pushed to master 😅.

I do reckon it should be a REST API route... probably "GET
/api/v1/public/patrons/{patron_id}/barcode"

And then combine it with bug 27825 to determine the type of barcode to
generate.

I might end up doing this as a Koha plugin for one of my clients in the
meantime.
