Bug 31028: (QA follow-up) This is a 'tool'

At the moment, this feature is accessible under tools only rather than
cataloging. Whilst we await the new cataloging homepage and sidebar this
path replaces the breadcrumb with 'Tools' and removes the 'cat-menu'
include.
