As suggested by David, I've now removed the duplicate items from the tools-home
page. It leaves use with two tools still under the 'Cataloging' heading in the
tools-home.

I'm not sure where 'Rotating collections' should live, 'Circulation' under
tools perhaps.. or part of the new 'Cataloging' home page?

I think we can probably move 'Upload local cover images' to the new
'Cataloging' home page though.. do you agree?
