Hi Marjorie, 

I had a look at this when filing bug 32450 today and you are right, the check >
instead of >=. 

It maybe depends on how you think about it:

* Fines up to x are ok/non-blocking (current behavior)
* From this amount on we want to restrict 

I think both make sense depending on context, but the current system preference
description matches the first use case:

Prevent patrons from checking out items if they have more than __ EUR in fines. 

So I am not persuaded this is a bug, especially since changing the behavior now
 would cause unnecessary disruption.
