Borrowers.flags should not be an option in the following syspref menus:
PatronSelfModificationMandatoryField,
PatronSelfRegistrationBorrowerMandatoryField, BorrowerMandatoryField,
PatronSelfModificationBorrowerUnwantedField,
PatronSelfRegistrationBorrowerUnwantedField

Because permissions aren't actually set via the borrower edit screens, these
checkboxes have no real purpose or effect.
