I setting this to ASSIGNED and not NSO because I have a couple questions:

1. If by default it sets the limit to the logged in branch and you do a search
at a different branch, should the limiter then be set to the branch you just
searched or still your logged in branch?

2. Does these need to account for IndependentBranches?
