I think the confusing bit could be it having "independentbranches" when it
doesn't depend on the pref itself. But we also have
IndependentBranchesPatronModifications that doesn't depend on it. So the
situation is not really clear.

Maybe: AllowStaffChangeLoggedInBranch ?
