Yes.  pay.pl, maninvoice.pl, and mancredit.pl allow staff to add a note field
when they create or modify accountlines but none of the buttons on
boraccount.pl that have been added in the last several upgrades offer this same
ability.

We have libraries that ask staff to put their initials in the note field when
they write off fees or accept payments.  Staff can't do that from boraccount.pl
which makes it harder for those libraries to track problems/issues with
payments, writeoffs or other adjustments to accountlines.
