This seems to have died.  Would like to see this happen.  Notices have an
impact on libraries, whether it is time spent with printed notices, spam blocks
due to too many e-mails, blocks on text because of too many texts, or patrons
getting too many phone calls.  Plus the added costs associated with each.

This really should be a priority.
