I've opted to specify this as an independence feature.. it more closely
resembled checkout notes from a workflow perspective than it does the opac
problem reports system and the sponsor wanted to be able to enabled/disable the
features separately.

I can see a route to merging the checkout notes feature into this piece as part
of a modernisation effort at a later date too.
