This submission serves as a starting point for making the cataloguing processes
into a more coherent module.

I think we can certainly work on improving the look and feel of the page and
eventually migrate many of the 'tools' here out of 'tools' and into
'cataloging' as a distinct part of the breadcrumb.

I also intend to re-instate the cat-menu.inc sidebar option and have it reflect
the options available from this new home page.
