I've tested this on master and this is still valid:

With AllowHoldPolicyOverride off, I get the following warning and cannot place
a hold:

No items are available to be placed on hold

With AllowHoldPolicyOverride set to Allow, I see no warning and can place the
holds. It's not visible in any way, that we are dealing with an override.
