I know I struggle to wrap my head around how the API is organised as well... 

If I recall correctly, I think the majority of API endpoints are for
admin/staff users and the "public" APIs are for public/OPAC users. 

Public users don't have authorizations (hence "unprivileged access"). 

Some public APIs require authentication and some don't.
