Although for my use case I could go with a non-public route and just give them
a "catalogue" authorized user like Kyle suggested. 

But that wouldn't work if we wanted opac-search.pl to use it.

But... we could start with non-public and then add public later if we're
concerned. They could probably share the controller even.
