I've taken a different approach regarding the next step with this work. I think
we should be working with a set of templates with as few changes as possible as
we adjust the CSS. I think reducing template changes is going to make testing
easier. Some template change reversions can be replaced with CSS changes.
Others can wait until we have more consensus about the design in general.
