I agree with this 99%. But it is missing the 'Move' part. I think we should:

1. Migrate the syspref value into a global default using an atomicupdate
2. Delete the syspref
3. Adapt the code that uses the syspref (git grep
ExpireReservesMaxPickUpDelayCharge)
