Right.. bug 27812 is now PQA and will now send a notice whenever a new patron
is added via the staff client via memberentry.. and bug 17648 is signed off and
moves the notice into the message queue..

Now it's time to come back to this and look at enabling the notice in some
other places, like patron imports, opac registrations (maybe at the
confirmation stage?) etc.
