Bug 30209: Upgrade 'libdbd-sqlite2-perl' package to 'libdbd-sqlite3-perl'

to test...

- apply patch, build and install new package

- build and install new package

- check that libdbd-sqlite3-perl package is installed

    note: libdbd-sqlite3-perl package installs DBD::SQLite module, which uses
sqlite3 :)
