Note.. I'm almost tempted to just ditch the ACCTDETAILS notice entirely and
replace it with a new 'WELCOME' notice instead.. thus making the whole template
and translations stuff mute.

Especially as the bugs that all hang off this now make the whole feature feel
much more like a Welcome Email feature.
