OK, I think this still needs a few tweaks and I'm working on those.

I can see the spec structure as it stands causing some challenges in
maintenance.

Right now, we have definitions.yaml as an index file AND that same index
duplicated inside swagger.yaml.. same for paths and others.  The reasoning for
this is that the files within paths/ refer up to definitions.yaml and back down
into the definitions/ directory of files.. and we also require the index at the
top swagger.yaml file to be swagger valid.

I created a patch that simplifies the spec correcting this, but it appears our
plugin routes stuff fails using it :(.
