The list of libraries is now pulled via the API. So this error points to an
installation problem where the API doesn't work/respond correctly. 

For a starting point, please see bug 29964 and the comments there - it's the
same problem, just showing in a different way.

If the notes there won't help, please bring this up on the mailing list or on
IRC where more people will be reading and be able to help you.
