Good call. 

For other projects, I use systemd services or separate containers for workers,
but with Koha we use the "daemon" utility to run our own services, so I think
we need to do a bespoke manager as well...

I suppose koha-worker could consume a declarative configuration file that lists
out how many workers to create and what configuration files they should use
themselves. It would then invoke those using the "daemon" utility I suppose?
