Upon further thought and conversation with others, this might be solved with a
system preference for this module specifically, like blockcheckinSCO for holds.
It would be nice for libraries that do need to have the holds to be triggered,
to have the ability to turn this on, and if this was turned on, patrons when
returning items through the SCI module, would get an alert to say, Checkin not
successful, please see librarian, or check-in was successful- but further
action is required.

For libraries that do not need the module to alert patrons when there is a
hold, this specific preference could be turned off.
