I think the pref should live under circulation or patron tabs somewhere.. we
already have some Debartment/Restriction preferences it could perhaps go with.

AutoRemoveOverduesRestrictions, RestrictionBlockRenewing,
CumulativeRestrictionPeriods all appear under circulation.. so I reckon that's
where if fits.
