Oof, I misunderstood "Accounting" part here. Accounting => account =>
everything that has something to do with handling patrons account :') But I
agree, the syspref should probably be put either under Patron->General or maybe
Circulation->Checkout, since most of the other similar sysprefs are there
(personally I think we could have section for restrictions or even general
section for patron account handling but that's a whole different thing).

As for not being able to modify default restrictions, that's a mistake in code.
This line

should be above unless statement. After moving it system restrictions can at
least be modified from UI.
