I tried this fix in cat-search.inc (in 20.05), and in catalogue-search-box.inc
(in  21.11) and it does not work.

Other things I tried that did not work:

1. Disabling keep_text in staff-global.js.

2. Disabling the code in search.pl that inserts ms_value into the template.

3. The Javascript snippet mentioned above.  It runs correctly, but then at some
later point, the search box gets filled in again with the last search term.
