[Fr] Module Conservation - Note générale

The BULAC (http://www.bulac.fr/) would like to sponsor the development of a new
feature (module or plugin) allowing to manage preservation treatment using
Koha.

A complete description of the expected features in English and French are
available in attachments.

In a few words, this new option :
  - can be activated like the ILL ou Housebound modules if developed as an
integrated into Koha / plugin is also an option 
  - allows to created baskets and, optionality for now, budget tracking (like
the Acquisitions module)
  - allows to create different profiles for treatments
  - allows to precisely locate an item in the workflow of Preservation
treatments
  - keeps an history of the different processes for the items/records
