With these new patches the restriction is no longer being lifting on payment. I
see that my restriction type exists, is marked to lift on payment, with a fee
limit of 5.000000. On two different patrons I added a $10 fee, created a
restriction of my created type, and then paid the fine down to under $5. In
both cases, the restriction was not removed.
