Hi Sandeep, the red notice is not equal to fines, just saying it's past the due
date. There are several things that can prevent fines from being charged:

* Is today a holiday in your calendar?
* Is the correct circulation rule applied? Where fine, fine interval, max fine
and grace period set correctly? If the fine interval is not 1, is the fine to
be charged at the beginning or end of the interval?

We just tested fines calculation on master, it worked ok. so this is most
likely a configuration issue that is better suited for IRC or the mailing list.
