The system preferences are explained well here:

I'd say it works as described. HomeOrHoldingBranch doesn't take effect,
CircControl does.

I think it would not make sense to pull some values from one rule and others
from another. If you use the loan period from one library, also their renewal
rules should apply.


Maybe "the library the item is from" + holding branch would work like you
expect?
