Also agree it might not be the best solution, I guess it might just be a
workaround. The real problem for us is background jobs, they keep getting stuck
at New and I found it was the queuing of the background job that meant records
weren't getting indexed. We can cancel this if the ideal is that $record is
never passed like it is for authorities.
