Sounds to me like you should file an enhancement request against the plugin,
which comes from somewhere else, rather than here in Koha core.

Though I agree that it should be possible to share a list with a group; I don't
like the all or nothing either.

My idea was to be able to share it with other staff at a certain branch, which
should be a relatively easy enhancement.
