Had forgotten about this. Rebased on to master as well. Bug 30500 already did
part of this patch (in regards to intransit holds) so added to that code in
some parts and replaces the syspref with this one. 

Moved the tests to a subtest.
User is checked in opac-modrequest.pl (from 30500)

Setting back to signed off for more qa.
