Yeah I think inotify is probably the easiest way to do this. 

Personally, I probably wouldn't want to use this feature. I'm happy to make a
batch of changes and then run either a "koha-plack --restart" or "koha-plack
--reload". 

But it would be nice to have that hot deploy option - at least for ktd.
