Should not be needed when you hide a branch.

Same. Not really needed.

Go to Admin. Libraries. Edit library. Change public.

Cannot reproduce this one. I toggle various libraries from Yes to No and vv.

Yes, good catch. Editing existing libraries works here. But adding a library
does not respect the public flag! Opening a new report.
