Took me a little bit to find the missing piece:

* Set ArticleRequestsSupportedFormats to PHOTOCOPY|SCAN
* Create an article request for a digital copy.

Maybe we could dig out the older bugs here and mark them needs documenting?
Appears to be an interesting feature!
