Ah, Zebra-only. With Elasticsearch, it will be linked, with Zebra, it won't be
linked (and with AutoCreateAuthorities enabled, a new authority record will be
created, so apparently the linker is running and attempting to link and its
search returns no matches, so AutoCreateAuthorities believes it should create a
new authority record).
