I am not sure about this one tbh. 

* We already get complaints about the list of notices being confusing. This
could add to the confusion of "which notice is actually used". 
* Translations: New notices are often added in English only and our default
notices are mostly not very nice. I think the idea for read-only doesn't work
so well in a multi-language environment.
* Our default notices are often not very nice and inconsistent. I would often
not want to use them as a default.
