There is already a message for a page that doesn't exist. It is triggered when
trying to access a page limited to another library.

For example:
1. Go to Tools > Pages > New entry
2. Create a page for a library you are not logged in at (e.g. Franklin if you
are connected at Centerville)
3. Click the link generated for either OPAC of staff
   --> Error message "This page does not exist"

I think the same process should be used for expired pages.
