[Do not push] Requeue bg jobs in not found in db

Re-reading Magnus' description it seems to be the same issue we have. Running
the bg-worker without RabbitMQ running woll fetch any new jobs from the db.

Adding hoow we work around the issue by requeuing the job. Wen testing we saw
up 15+ requeues (again external db-cluster). Now after beeing live a week I
don't have any stray 'new' jobs in the db.
