Thanks for taking the time to look through this Cait! To clarify, do you think
'select_loggedin_library' subpermisson should go under "Allow staff members to
modify permissions, usernames, and passwords for other staff members
(staffaccess)"? 

As I started playing around with this I noticed another possible bug, Bug
32036.
