I'm surprised it still exists because it is not listed on the sandboxes page...
(so we cannot delete it :/)
I'm not sure what's happening with the sandboxes but I decided to not use them
anymore as they tend to break after some (short) time.
So you're right, the sandbox is not up to date.

If you want an up-to-date version you have to create a new sandbox.
