I was able to replicate by installing two additional languages:

- sudo koha-translate --install en-NZ --dev kohadev

- sudo koha-translate --install fr-FR --dev kohadev

This gives the default tab and three language tabs (Default, English New
Zealand (en-NZ), English (en), Français (fr-FR)).

For me, you couldn't enter anything in the English(en) tab before the patch was
applied.

Tested using koha-testing-docker.
