Bug 33356: [Alternate) Add mana-kb hint to reports start page

An alternate placement of the Mana KB hint on the reports start page.

To test:
* Go to Reports module
* Verify the hint shows when you haven't decided on Mana KB
* Once you set yes or no, it will no longer show
