Turns out the error I was experiencing was caused by an outdated schema on my
end. However, in the process, Joubu discovered this error 400 and provided the
fix.
The problem can be reproduced by visiting:
/cgi-bin/koha/erm/agreements?by_expired=true

Apply the patch and visit the URL again.
