The Makefile should be running build-resources.PL as per
https://gitlab.com/joubu/Koha/-/commit/b64db106e0db41da06fbf72f1674b2ed43b3f76d

If the overall process was failing, I think Aleisha would have different
symptoms. The issue she's having might be unrelated to this change but won't
know without more information (provided either by Aleisha or someone else
investigating).
